Everest Base Camp "closure/restriction"
I doubt if the main reason is environmental. More likely a business decision.
There were 3 different "base camps". You can drive to all of them, but the road does get worse.
1. At the monastery Rongpo/Rongbo/Rongbuk elev 5000m. There is also a hotel here. It looks like the new pavement ends at 5050m.
2. Tourist tent village a few miles further elev 5100m. Located on a graded area of moraine. (Large ~20 feet long canvas tents). Shuttle buses stop here. This camp is the one that is closing. It was set up each season mostly by small local businesses. Likely with poor waste control.
3. Climber base camp with expedition tents only elev 5200m. Tourists with no permit were already "not really" allowed here. Mostly Landcruiser vehicles.
The biggest reason for mostly closing #2 is just that it's easier to expand near Rongpo, gives the hotel more business and consolidates the waste problem, not a decrease. Maybe they found a more sustainable site for sewage. I might guess that having more tourists here will also make the monastery more commercial, losing more Tibetan influence. The local businesses may get more shut out by these changes.
The road was just paved in 2016, indicating far more people are planned, not less. This road goes over a ridge which is higher than 5200m. Now that it's paved, many people will stay in Tingri.
