The lack of dramatic difference between one administration and another speaks more to the behemoth of our military-industrial complex, the conservative nature of our politics and the desperate fear of our leaders for being blamed for another terrorist attack than anything else. There is also the nature of everything to settle in to the way it always has been. Affecting change is extremely difficult.
