how do you plan to collect fees to sustain the place once the "limited number of places" is sold?

The Conservation Burial Ground pays the initial development costs. An escrow account covers maintenance.
I'll probably donate the parcel to the National Forest once I've Grandfathered in the trails, Alpine Hut and Campsites.

Think carfully before you invest. Not talking to the customers you are offering this to. In most states ccemetaries belong to the decendents. It is no longer your propery to donate to anyone. Even if it is used for the burial of cremains.
I just visited a natural cemetary. It was natural because it predated embalming and vaults. All the graves were collapsed in leaving square holes all over.
In Alabama if you are not embalmed you have to be intered within 24 hours of death. That could be awkward. I understand many states have this law.
