"I posted a picture of one for you."

That was just a picture of ~X band radar ont he front of an F-16. X-band and that vicinity will blind, sterilize, and cook you, but not mysertiously cause an undetectable anurism at will.

Bascially RF radiation has not been shown to do anything to human cells (or animal cells) except heat them. The phonon energy is too low to ionize particles like X-rays, and other forms of high energy particals/photons can. Without enough energy to rip particales apart before cooking, you can't alter DNA, and you can't cause cancer. My point is that yes, RF and microwave stuff is dangerous, but not practicle for use as a mystery weapon that undetectably lets you rule the country from your conspiracy headquarters.

The crowd control stuff is along the same lines as treatment of Gitmo guys, tazer guns, and so on. The government's philosophy is that if it doesn't leave a permanent mark, it's just dandy. Damn scary road to go down.

The photo is of an AN-APG 73 on an F18 with a steerable phased array.

You are correct in that it isn't capable of damaging human tissue at any appricable range. It does come in quite handy though for frying the electronics in opposing cruise missles and aircraft.
