I've been buying these shoes for 4 years or so now.

I just got a new pair, and right out of the box, the shoe is completely flat.

I seem to remember that they used to come slightly downturned.

Is my memory bad, or have they changed the way they make these?

My perception is that they have always been pretty flat. But then I never was a big fan anyway.

Yeah, Matt. I've bought 4 pairs in the last 4 years and all were completely flat.

I recently bought a second pair, 2 years later than the first. They both look pretty well the same in this regard - flat.

Tried a pair on once and they were flat (which is good) and clunky (which is not good).

The slight tightness that looks like downturn may be a result of how they make slip lasted shoes. Micro differences in material could lead to a flat forefoot or a slight downturn. All likely within spec, but definitely different appearing to the customer.

The difference between the flat ones and curved ones is probably due to the laceup design. When people try the shoes on, lacing them up will change their shape a little. It is possible that you bought a pair that were returned to LS by a gym that couldnt sell them. Who knows how many times they were laced up before you gottem.
