Yes that is plausible, as in plausible deniability.
The Cover up was all about Bush knowing or not knowing that the attack was coming
and what Bush and Cheney did before and after it happened.
why no interception by the Air Force, why was Cheney running mock drills with NORAD the same day, why did they fly out the Bin Laden's when all air traffic was grounded
