While Boris Badinov, Natahsa Fatale, Fearless Leader, Mr. Big (Beeg?) and Snidely Whiplash are my favorites (as you can see, I'm a big Jay Ward fan), I think Dr. Doom of Marvel Comics fame deserves some props as well.
