My daughter goes to school in British Columbia and took her car with her, now it's due for a smog with registration. Any way to accomplish this without her driving back to California? Registering the car in BC is not an option.

U.S. citizens studying in B.C.

If you're a U.S. citizen bringing your car to the province and are enrolled full-time at a recognized B.C educational institution, you won't need to register your vehicle. Just apply for a non-resident exemption permit within 30 days of your arrival so that you can drive here. This permit allows you to continue using the registration, licence and insurance coverage from your home state, for as long as you're studying here.

To apply, call ICBC's Financial Responsibility Unit:

•Lower Mainland: 604-443-4624

•Toll-free: 1-800-665-4336

http://www.icbc.com/vehicle-registration/buy-vehicle/Pages/Importing-a-vehicle-into-B-C.aspx

If she doesn't do this, her insurance may not cover her in the event of an accident - the insurer might say that it insured her on the basis that she was a resident of California, not B.C. Whether or not she gets a non-resident exemption permit from ICBC (they look after vehicle registrations in BC), she should notify her insurer of the change in residence.

The insurer, or possibly the state motor vehicle people, might also be able to tell her if having a "BC non-resident exemption permit" would exempt the vehicle from the smog test. Worth a try.

I think the problem is with the California registration, that requires a smog test.

Is the car less than 6 years old? pay the smog abatement fee.

If not, pay the registrations and ask for an exemption
