Actually...not exactly. :)
Gates-in for sure on a shoulder loop. I think this might be in the U.S. Constitution.
On the harness loops, the most natural hand positions for me dictate gates-in on the harness front loops and gates-out on the rear loops.

When you are reaching behind you (i.e. rear harness loops), gates out is much less awkward (wormhole to an alternate universe?). For everything else gates in.

I just leave my draws clipped into the bolts on the routes I am working. Because it is universally known that that type of gear isn't booty it never gets taken. Ever!

Being a swami belt era dood I don't like much on my harness,
belay device, couple lockers, chalk bag is about it.
Agreed! But I do carry all my quickdraws on my harness.

Not seeing it... Do you keep a vortex manipulator back there?
Gates out requires at least two extra moavemtns between rack and rock, every time.it puts your fingers on the gates or the binder upside down in your hand.
I rarely rack on the harness, I don't like having that stuff hanging on my waist, it seems awkward and inefficient. Gets hung up on terrain tha much.
The exception of course is inverts, and sport climbs.

Clearly there are Gates-wrong-headed people.
What we need is an education program.
Perhaps a central location where we can do the education.
Everyone here likes camping, maybe we intern folks in these camps for a short period of time to get their head on straight and their gates facing the right way.
It's for their own good. They'll be better clippers for it.
Now, maybe congressional hearings are a bit too much, for now.
But not to worry we got our eye bolts on you.
