** It took CAL-TRANS 6.2 weeks to complete .4 of a mile of Shoulder Work in front of my house on Hwy 6 just this past month and the month prior. 2 of those weeks were tearing up 1/8 of a mile what they laid the previous week.

How about that road repair project last year on 395 just south of Independence. 10 months to expand a the 200' long bridge over the aqueduct.

And the deal going through Red Rocks on 14 just north of Mojave. 11 Months to expand 1/2 mile of road. 4 of those months doing precisely what they did in front of my house. Redoing 1/4 of the initial work, twice.

Rick Poedtke,I'll give you a pass on your commentary. Your ignorance of construction processes and procedures does not allow you to intelligently comment on this. Not that that has ever stopped you before.

Did you note that the work is performed by private contractors? They take great care, and it's time consuming, to make a safe work environment.

184 Department of Highways and Department of Transportation workers have died on the job since 1921. My guess would be that an equal number of contractor employees have died as well.

Got more bs to proliferat about the tax payers fraud and waste that your CA State agency practices.

The U.S. Department of Labor once defined “featherbedding” as “a derogatory term applied to a practice, working rule, or agreement provision which limits output or requires employment of excess workers and thereby creates or preserves soft or unnecessary jobs …”

That’s a pretty good description of what’s been happening in California’s Department of Transportation vis-à-vis those it employs to design and supervise construction projects.

The Legislature’s budget analysis office has been hammering what it regards as overstaffing in “capital outlay support” due to a declining workload not being matched by a declining staff.

Gov. Jerry Brown has proposed some token responses, including a 195-position reduction in his 2014-15 budget. But, the Legislative Analyst’s Office (LAO) concludes, “the governor’s proposals would result in the program being overstaffed by about 3,500 full-time equivalents beginning in 2014-15 at a cost of more than $500 million.”

That’s $500 million that would be unavailable for actual improvements of a system that has the nation’s worst congestion and its second worst pavement conditions.

The overstaffing amounts to a third of Caltrans’ project support employees, the LAO says in a highly critical report released as legislators were making detailed decisions on the 2014-15 budget.

And what happened, one might wonder, when the Assembly’s budget subcommittee dealing with transportation took up the governor’s late-blooming request (dated May 1) for a 195-position reduction in the staff that would save an estimated $21.8 million?

The union that represents Caltrans engineers, Professional Engineers in California Government, didn’t like the idea of even a relatively tiny workforce reduction and communicated that displeasure to subcommittee members. The union, like all public employee unions, has helped Democrats achieve and retain majority status in the Legislature, so when it speaks, politicians listen.

Yup Gary Schenk.... CAL-TRANS is a CA Tax Payers Terrorist Nightmare.

EDIT: Half of the crew was CALTRANS and the other half was the thieving "contractor" Granite Construction.

ON the one job in front of my house that I noted, CAL-TRANS was Supervising the entire Operation. How do I know this, because when I saw them tearing up the weeks prior work, I pulled over and walked over to the "Boss". He was a local Cal Trans dude that I know from in town. I asked him what and where etc. The reason, his people Caltrans, did not validate the time of the asphalt QA prior to it leaving the yard over at the Granite Park site on Five Bridges road and it being laid.

I then asked why is this project going to take 6 weeks when earlier this year they did the exact same thing a half mile north just before Chalfant and they did the exact same length of work in 10 days. He responded... "That is how this particular contract ended."

Once again, you have your facts wrong, Poedtke. Nothing new there, though.

You, however, are a career feeder off the public trough. Navy pension, worked for Mono County as well, no? When you needed rescue from that class 2 gully, you called on public servants. And didn't public servants recover the body of that client that died on your watch?

Looks to me like two contractors and four inspectors.

So one to one inspector worker ratio.

And since the inspectors are jaw jacking with the workers, nothing productive is happening.


From first hand experience,just try to get a hold of someone in the engineering office in Sac that gives a sh#t or has a clue.

(or will even answer emails or phone calls for that matter)

Nope on the worked for.... I volunteered with the Mono County Probation dept as the Director of the County's Youth Mentorship Program. NO PAY.


My Navy Retainer... Shall I start posting photos of the shet I endured Gary Shenk compared to your days at the desk in your office under the 405 freeway?

How bout I just post this last deal I survived. Still have a piece of the A6's main mount lodged in my chin from this one that occurred five months prior to my retirement... yup, I am a trough feeder and do not deserve any of the $1895.00 I get a month for 24 years of fuking off.

BTW Gary Schenk, how much a month you gonna get for standing around the water cooler for ten years from Caltrans? I got five that says at least twice of what I get.
