Why are there bear lockers near Yosemite Falls?

Anyone know why there's bear lockers in the boulders about halfway down the Lower Yosemite Falls trail? A bit after the climbers trail to five open books. Seems like a weird place for bear lockers. Almost like they expect people to bandit camp in the boulders so they installed some lockers. Doesn't seem to make sense for the open books because you typically descend off to the left so you'd have to backtrack to get your stuf, but that's the only thing I could think of where they may be used.

Its the trail crew. they store their equipment in the boxes (likely green or silver ones-not actual bear boxes). Could be SAR too though
