Yup.
That would be a Hoser climbing on the You-Ess side [Goat Island] next to Horseshoe Falls.
The gorge has long been closed to ice climbing, and it says it took him about a year to get permission to climb there.
Nice to see a proper lead of the falls, and not some toprope. Of course, they had to put in the dangling legs shot, eh?

Incidentally, Niagara Falls is formed where the water flows over a caprock of hard dolomite. There is a weaker shaly layer underneath, and the water erodes that preferentially. What this means is that the lip of the waterfall is constantly collapsing - especially Horseshoe Falls - and that the falls are receding [moving upstream] at a few feet per year. Certainly the lip of Horseshoe Falls is noticeably farther upstream than when I was a kid.
