Can I wear spandex leggins with these?

I think you should definitely wear spandex leggings with those.

$199...wow, I'll pass. I could see a dramatically shortened life due to washing them every outing to get the skid marks out of them....jus sayin'...

Do they have a built-in chalk bag as well?

I would just wear the shorts for nothing more than having gear loops all the time. keys, dog leash, coffee mug, nalgene, can opener or nut tool just in case. Maybe clip a bottle of bbq sauce on there because that usually goes good with most the food i eat day to day.

Harness ... $50

Pair of shorts ... $12

Put them together, and it adds up tp $199.99.

This is the 21st century. Definitely don't come with leggings.

But jeggings? Yes!

I like it. Even better application might be for heavy pants for mountaineering. What happens to the harness when you put this in the washing machine and dryer?
