You have to give more details. Have you charged it? Have you been using it or is it absolutely new? And so on.

1.) Press and hold the Sleep/Wake button until the red slider appears, then press and hold the Home button until the application quits.

2.) If that doesn't work, turn iPhone off and turn it on again. Press and hold the Sleep/Wake button on top of iPhone for a few seconds until a red slider appears, and then slide the slider. Then press and hold the Sleep/Wake button until the Apple logo appears.

3.) If that doesn't work, reset iPhone. Press and hold the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears.

4.) If that doesn't work send it to me and I'll cannibalize it.

Just wait, it's on the way back. Though it might be fascinating to see what Werner would come up with from it.

on second thought, it's toast, send it to Werner.

Sometimes the main cpu (microprocessor) does not boot up right and locks up, goes into a loop, etc.

A cold boot will cure that.

Once in a while I have to cold boot our Motorola Astro mobile XTL5000 radios we have here in the vehicles. I have to remove all power for 30 to 60 seconds and then start the boot to bring the radio back up. These are $3000 conventional/digital radios that are basically mini computers with transmit and receive boards.
